After three years of being away from his home town, Lloyd Bannings returns in the hope of following in his brother's path and join his brother in the Crossbell Police Department. When he finally arrives to find he's placed in the Special Support Section, a department that is a new one, which handles small-scale requests and odd jobs. The new team members he meets who include Elie MacDowell, who is the daughter of the city's mayor Randy Orlando, a womanizing former soldier; and Tio Plato, who is a young technology guru.
Although their police department is slammed by the media and belittled at by the rest of CPD, Lloyd and his colleagues continue to work to make their town more livable. While doing so, however they are slowly confronted with the corruption that is sweeping their town. They don't realize how far the shadows surrounding Crossbell City go...
